SCOPE OF SERVICES Home Delivered Meals


Service Description

This program will provide hot or other appropriate meals delivered to eligible persons (60 years of age or older) in their place of residence. Meals must meet 33 1/3 percent of the Dietary Reference Intakes (DRIs) established by the Food and Nutrition Board of the Institute of Medicine of the National Academy of Sciences and complies with the most recent Dietary Guidelines for Americans, published by the Secretary of Agriculture. The objective is to help the recipient sustain independent living in a safe and healthful environment. Menus must be certified as meeting 1/3 DRI by a registered dietician and submitted to the Dallas Area Agency on Aging (DAAA) prior to serving.

Special RFP Requirements

In Program Narrative:

  • Training Plan overview provided as your response to Program Narrative item C.1.h must include: CPR, First Aid, AED operation (if Automatic Defibrillator is on-site), Orientation, Food Safety Training, Kitchen Management Certification, and kitchen supervisor training outlined in 40 TAC § 85.302(o) 3-4, at a minimum.
  • Explain the program’s plan for providing Nutrition Education to each participant, at least annually.
  • Provide an overview of your plan to ensure emergency meals are available in the event of weather-related emergencies, fires, and other disasters



As an attachment:

  • Provide a six-week menu cycle of approved menus showing the dates menu will be served. The menu cycle submitted must cover the October 1, 2014 meal service.
    • Include a statement from a registered dietician certifying that they comply with Dietary Reference Intake (DRI) requirements as outlined in Program Instruction 314 (AAA-PI 314) issued by the Texas Department of Aging and Disability Services (DADS)
      • This certification must state whether compliance was evaluated using the Computer Nutrient Analysis Software standards or the Texas Model for Menu Planning standards, and must include the dietician's signature, Texas license or CDR registration number, and the date the menus were approved.
    • If the menus were certified using the Computer Nutrient Analysis standards, a copy of the menu analyses for the entire cycle of menus must be included.
    • If the Texas Model for Menu Planning standards were used, a copy of the completed evaluation tool used for evaluation must be included for the entire menu cycle.
    • Include a list of approved substitutions, signed and dated by the dietician with license.


    • Include a copy of the program's schedule for holidays when meals will not be delivered, note make-up delivery days, if any.
    • Submit a copy of current food service management certification for Manager of the food preparation program.
    • Submit copy of current Food Establishment Permit for food preparation site.
